Let's get the text in front of us again.
πᾶσα γραφὴ θεόπνευστος καὶ ὠφέλιμος πρὸς διδασκαλίαν, πρὸς ἐλεγμόν, πρὸς ἐπανόρθωσιν, πρὸς παιδείαν τὴν ἐν δικαιοσύνῃ

Without attempting to argue for either understanding of the relationship between θεόπνευστος QEOPNEUSTOS, ὠφέλιμος WFELIMOS and the noun γραφὴ GRAFH, I think it necessary to call your attention to the fact that in the Markan passage you cite
ὥστε κύριός ἐστιν ὁ υἱὸς τοῦ ἀνθρώπου καὶ τοῦ σαββάτου
hWSTE KURIOS ESTIN hO hUIOS TOU ANQRWPOU KAI TOU SABBATOU
There really is no parallel between it and 2 Tim 3.16 since κύριός KURIOS is not an adjective, but a noun. I am quite sure that, if I were to bother to learn the details for constructing a syntax search in my Logos software, I would be able to test whether there is a similar construction; however, I'm not inclined at the moment to take the time to master that so I will need to assume that, had there been a clear parallel in structure, someone would have brought it forward by now. Perhaps there is a similar usage in secular Greek, but I am likewise ignorant of that. I would think that you would first need to find a passage where two adjectives of the same case are joined by the conjunction in proximity to a noun of the same case. I don't think Mk 2.28 will serve the purpose you would like.
