I think the better tool for this type of study would be to purchase a  
electronic Greek Bible study program that has the morphologically  
tagged text and lexical works.  Something more up to date than  
Strongs.  I'm sure you'll hear recommendations of all the software  
available from the list if you are interested.  This review site has  
been previously posted to b-greek.

But if this is a tech exercise for yourself, you should approach it  
from that same vector.  Instead of building this massive cross  
reference of all inflections to the base Strongs number use a  
morphologically tagged text and code those to their Strongs equivalent.

The original work in this area is from files prepared at Penn State  
University.  I understand that these are the files that bible  
software are build from.

Some updated versions are available from James Tauber.  These include  
an xml version of Stongs.  I've not directly used these.
