Agree with Carl on the ad sensum analysis of hOUs referring back to EQNWN. Another possible example is Ephesians 2:11, TA EQNH...hOI LEGOMENOI (although LEGOMENOI could be taken to modify hUMEIs).

It's not impossible grammatically that the antecedent of hOUs might be LAOU and EQNWN taken together, with the masculine overriding the neuter. But (if I may stray just slightly into interpretation here) I think identifying the Gentiles as those to whom Paul was especially sent would fit better here (cf. 22:11).

On LAOU... I believe LAOs is sometimes used in NT as a technical term for the Jews ("the people [of Israel]"; cf. 21:28). Perhaps the Navajo use of dineh is comparable.
