[B-Greek] James 3:10 CRH

Dear B-Greek,
I was doing a word study on CRH in James 3:10. It is only used here, but
it seems to be used readily in outside literature. After the study, I am
still a little puzzled on how to translate the whole phrase used in James
3:10:
OU CRH...........TAUTA OUTWS GINESQAI
Should it be....1. Thus, this is not necessary to be. (Like the issue is
not necessary to happen)
2. Thus, this is not to be necessary. (like..this
issue is not necessary)
3. Thus, this is necessary.. not to be. (like it is
necessary that this thing not be done)
Should not be using, "ought" instead of "necessary"? Any light one of you
may shed on the subject will help.
