I would take the hOTI here less as a marker of direct discourse than as one of causality, construed very loosely on what precedes: "for the letters--they say--are weighty and severe...". The transition between Paul's explanations and the quote he puts in the mouth of his detractors would then be somewhat fluid, but that's a frequent phenomenon in the NT (cf. Jn 20:18 ; Ac 1:4, for instance).

Word order is not typical in NT or elsewhere. Paging through over a thousand examples from Homer to first century AD it looks like the regular pattern is FHSIN ... hOTI not hOTI ... FHSIN. I did run across a few exceptions but didn't have the time to read the context. ATR (page 434) has some comments on this, and cites Matt 14:8 PHMI, Acts 23:35 EFH, neither of which involve hOTI. . Matt. 14:8 ἡ δὲ προβιβασθεῖσα ὑπὸ τῆς μητρὸς αὐτῆς· δός μοι, φησίν, ὧδε ἐπὶ πίνακι τὴν κεφαλὴν Ἰωάννου τοῦ
