Beyond what Carl and Yancy have said there is sufficient evidence from intertestamental angelology that these terms are used in reference to a hierarchy of celestial beings both good and evil. While BDAG supports the notion that both celestial and earthly authorities might be referenced in Col 1:16 and Lightfoot P151ff also suggests this, the evidence from both Second Temple Judaism and contemporary pagan sources strongly suggests that celestial powers are the primary reference. 

It seems pointless to transcribe long lists of references when all that is required is to look in any respectable commentary or dictionary. C.E. Arnold has two excellent monographs one on Ephesians and the other on Colossians.
