Not consistent at all. As a devout Dvorak users since late 70's even
before the age of PC ushered in, the answer is easy. It's the way of
the brain-finger connection. It's AOEUI for us, while it's QWERTY for
the rest, whether it's for English, German, French, and, yes, Greek.
