I haven't used BibleWorks so can't speak to that... But the ability to click 
a word and go to a separate page should work find. I myself am visually 
impaired but do general work with usability consulting so was not 
necessarily speaking in terms of a specific disability. The problems that 
occur with mouseover effects depend greatly on the way they are implemented; 
but here is a sampling.

* A person who relies on keyboard commands cannot reliably activate the 
effect. This may or may not be true depending on the particular effect. I 
have run into effects I can activate with keyboard commands built into a 
screen reading program and some that I can't.
* An effect that isn't visible until the user hovers over it will never show 
up for a keyboard navigator because they never hover over anything.
* A popup effect is truly a bad idea for users of screen readers--it totally 
disorients them because they only "see" what is in that one window.. For the 
sake of enabling them to orient to the screen, it is best to allow them 
complete control of what they access.
* For people with learning disabilities it may also be best to allow control 
of how much information is on the screen. Too much "clutter" can create 
massive amounts of confusion. Btw, my tutorials in Greek for the past two 
years have primarily been focused on students with learning disabilities and 
related special needs. They can do quite well in Greek and may derive great 
benefit from online helps.
