I'd suggest  that EP' ISHS might mean something like "on the basis of equality" or
"in accordance with equality," or as you suggested "in an equal manner" (based on BDAG I.1.b.β, p. 286). The
"equal manner" would have more to do with the way SWTHRIA is presented; that is, it is presented or 
available to all equally. But the expression "without exception" may go beyond what Athanasius is actually saying
in the context, and I can't tell what his discussion in context may be. That's my best guess on a snowy day.
