TOU MH + present infinitive

One for the Grammarians

pp1066~8 of Robertson concerns the genitive articular infinitive.
He quotes Jannaris (bottom p1066) on this structure as a "loose
infinitive of design".

Why "loose"? Isn't this a fairly concrete design relationship
- like English "lest" or "in order that ..not"

Are there examples which do not show a design relationship, or where the
relationship is weaker?
