I recall that Moo in his commentary on Romans suggests something like
the reason for "TO KATA SARKA" here (9:5) - versus "KATA SARKA" in 9:3
(or the expected "hO KATA SARKA" in 9:5 to agree with "hO CRISTOS") - is
that Paul was saying in effect - "from whom is the Messiah - but only in
the sense that as to his flesh/human birth he was from them." I.e., he
used the neuter article to show that Christ was of/from the Israelites
only in a limited way - I guess because of their present rejection of
him - whereas the other things he listed were fully part-and-parcel of
Israel's life and always had been. (I'm trying to remember what Moo
wrote; I don't have his commentary with me.)
