In addition to what Carl has already said regarding the limitation
of Plp to the Indic mood, there is something to note about the 86
occurring in the NT: 33 of the 86 are a form of OIDA. Of course, this
causes a bit of difficulty in assessing the frequency of pluperfect
"thought" as opposed to pluperfect "form," since OIDA is a perfect form
which seemingly is "used like" a present. The same seems true of the
LXX, since, out of 179 occurrences of the plpf, over 50 are forms of
OIDA. There are also a great number of plpf forms occurring with
hISTHMI, both in GNT (14x) and in LXX (42x), though why this should be
so, is not as clear.
So, technically, yes, there are 86 Plpf in the GNT, but if I am
discussing with my students the relative "uncommonness" of the
pluperfect, I tend to use the lower number of 53. It seems to me that
the plpf forms of OIDA (and possibly? of hISTHMI) are more a matter of
the lexis' already-perfective force, than they are of the author's
desire to actually use a plpf verb.
