Anybody that doesn't speak English the same way as you will
smile.
INcomplete is just as valid a way of pronouncing the word here
in Britain (and New Zealand, according to a friend I've just
asked), but incomPLETE is fine too. It depends on the
particular point you want to make when you use the word.
