Sure, for the final version of the comments that will be attached to the 
ballot, I am all for the format that will allow all of us to mark any 
final niggles that need to be fixed. (Since ANSI is going to require it.)

What would you suggest for earlier in the process? Such as web forms for 
comments or wiki entries? I am thinking that XML that we can take 
perhaps to ODF (as an intermediary format) and then to Word is one 
possible route.

I am not really pushing for any one option over another but since I will 
be doing a lot of the grunt work, I would like to make it as easy as 
possible, while at the same time making it as easy as possible on V1 
members. Actually I am more concerned with the latter than the former.
