DIS 29500 Process and Procedure (I have formulated a strawman proposal below for discussion.) 3. Other business *************************** Strawman Proposal on Process and Procedure for development of position on DIS 29500. First, note that the V1 recommendation is due July 17, 2007. So in what follows, I am working backwards from that date to establish meetings for the development of that position. (For anyone who is interested, July 17, 2007 falls on a Tuesday.) Second, being mindful of the two week rule for submission of documents for discussion at a meeting, I think a reasonable meeting schedule would be as follows: 28 May 11 June 25 June 9 July These four meetings should be primarily focused on developing a consensus on what issues exist and what resolution is expected of those issues. I see the development of an issues list as separate and apart from the ultimate recommendation that will be made to INCITS. That list of issues, plus any covered at a final face to face meeting would underlie the for development of a recommendation on July 15/16 - 17th. I would expect some of the conference calls to be fairly lengthy, perhaps as much as 3 or 4 hours. That is really going to depend upon the amount of preparation done in advance of the meetings and how much agreement can be reached prior to the meeting. Speaking of agreement prior to the meeting, I will try to have a mail reflector setup for V1 members by the next meeting so it will be a little easier to make sure your posts go to all the V1 members. Another issue that has been mentioned to me privately by several members is how transparent is a transparent decision making process? In particular, I have been asked about posting documents that have been officially forwarded to V1 from JTC 1, such as the contradiction comments, the reply of Ecma, etc. I think that all official documents should be posted to the V1 website and made accessible to the public. Note that I said "official" documents. That takes us to the next issue, which is whether we want to have a wiki for which there is read access by the general public but write access only by V1 members, for the discussion of issues? Personally I am of two minds on that question. When I practiced law I never did it in the newspapers, mostly because the issues were complex and it was unrealistic to expect serious discussion of any complex issue in the news media. So some of my sympathies are with those who prefer private discussion until we reach a consensus. On the other hand, standards development in the W3C, OASIS and other standards organizations conduct all of their discussions of issues on publically accessible mailing lists. Perhaps that is the model that we should follow. A third and more of a compromise solution would be to discuss issues until we have reached a consensus on any particular issue (consensus on an issue does not imply any particular position on the final recommendation) and then publish the issue as accepted by V1. I realize that DIS 29500 has attracted a lot of media attention, most of which I find as a distraction from the task at hand. But, we do have an obligation to the larger community represented by V1 to keep them informed of our progress in developing a recommendation on DIS 29500. After reaching a consensus on issues, we will still need to develop a position on the final recommended vote by the US NB. I think that would be best accomplished by a one or two day face to face meeting. ************************* Since time is short, consider the following as notice of the following meetings on DIS 29500 with the appropriate two week rule for submission of issues: 28 May 11 June 25 June 9 July 15/16-17 July, face to face, location to be determined.
