As the U.S. TAG to SC34, V1 is currently reviewing DIS 29500, "Office Open XML", a Fast Track from Ecma, as part of the 5-month Ballot stage. Last Monday, V1 met and discussed the process to use for this review. The general plan is to gather comments and then decide which of those should be submitted as part of V1's final recommendation of "Yes or No, with comments". Various mechanisms were discussed for storing/managing these comments (such as a wiki, the on-line tool Bugzilla [see http://issues.metadata-standards.org for an example], and the standard ISO comment form). Regardless of the tool used to manage this registry of comments the intent is to record the salient points of any debate by V1 along with each comment such that a final determination can be made about including that comment in the final U.S. position. This registry would be updated regularly by V1 from now until July 17 when the TAG recommendation is to be forwarded to INCITS. Several V1 members want to make this registry of comments available to the public at large, without restriction, during the time that V1 is determining the U.S. position. It was also discussed whether the public should be able to provide feedback on this set of comments and their proposed resolution. I raised the concern that this might violate INCITS TC rules. Specifically, it is my understanding that the distribution of any information pertaining to forming a National Body position must be restricted to U.S.-domiciled people/organizations. FYI, my experience with this is as follows: 1) When I was chair of J11, I recall being reminded by X3 [an INCITS predecessor] that I had to ask non-U.S.-domiciled people to leave the room when TAG business was being discussed. Also, I recall that minutes of the TAG part of the meeting had to kept separate from those of the general TC meeting, so the TAG minutes distribution could be restricted. 2) I chair the Compound TAG CT22. Since the only purpose of that TC is to form U.S. NB positions, we always operate in a restricted mode. I appreciate any light you can shed on this issue. Once I get a response from you, I'll forward my question and your response to the V1 membership. Hi there Jennifer,

I raised the concern that this might violate INCITS TC rules. Specifically, it is my understanding that the distribution of any information pertaining to forming a National Body position must be restricted to U.S.-domiciled people/organizations.
