This site has been operating since the early 1990s, first as an FTP site, then on the Web. Before that, JTC1/SC18/WG8 and JTC1/WG4, the predecessors of SC34, did paper distribution of documents (and also for V1 1982-85), through the Government Printing Office. The online sites enabled us to transition away from paper. This service, print and online, was the official distribution for SC34 and its predecessors until the creation of the current Secretariat at SCC. Since then it has remained as a mirror of the SCC site. Throughout all this time, the above assertion has been made. The intent of "U.S. Government purposes" in this context is taken to be "promotion of the development and implementation of international standards." This statement is taken directly from contract language under which the facilities in Oak Ridge are operated for the Department of Energy and appears on all documents published through us. Some years ago I had a complaint from someone in ANSI legal about posting ISO texts on this open site. I referred them to the General Counsel of the Department of Energy. I never heard from them again. Anything from V1 that goes up to SC34 will go up on this site. If we spend the taxpayers' money on developing something (like ISO standards) and it isn't classified, then the taxpayers have a right to access it. (Others are indirect beneficiaries of what we do for the taxpayers.) You will also notice that the SCC site is open. (I have not determined what will happen to this site when a new Secretariat and Chairman of SC34 are selected. Since there are many links to the current site, it will probably remain in place until I retire from my current primary job.)
