I have sent a note to ISO to confirm but my impression is that when we 
published ISO/IEC 26300, it was only as a PDF file. There were no 
electronic annexes.
The schema was included in the original document with line numbers.

As soon as I have confirmation one way or the other I will post that 
information to the list..

I haven't been able to find any relevant guidance in the various 
directives.
