According to INCITS RD2, for a regular TC, "quorum is one-third of the voting membership with at least four members present", and text in parentheses in the minutes reflects this. Criterion 1: 1/3 of 26 is 9, which we met. Criterion 2: at least 4, which we also met. Am I missing something?
