Chapter and National Government

A. Local Chapter Government shall consist of the following Offices and/or Boards:

1. The Local Chapter President/Figurehead shall be the Executive Officer for their Local Chapter, selected from among the Executive Board and approved through private ballot of the Executive Board. The President shall be the official voice of the Local Chapter, the official in cases of protocol, and the Executive Officer. S/he shall also be able to bring matters and ideas for discussion before the general Membership or the Executive Board, and shall serve as the instrument of communication for Local Chapter decisions on GIGO-National matters. There shall never be a term limit set for the local Chapter President. However, on a yearly basis (at the anniversary of Chapter Recognition, preferalby, or at the conclusion of the school year; this is at the discretion of the Local Chapter Executive Board) the President's position may come up for review by the Chapter Executive Board. The Executive Board may then decide to reaffirm the President's position and approve his/her holding office for the next year, call for an election (in which the Members would vote) for Chapter President in which the current President may run, call for an election for Chapter President in which the current Presidetn may not run, or appoint another figure to the post of President and approve him/her by private ballot.

2. The Local Chapter Executive Board shall consist of Members, and shall be the Local Chapter's chief governing body; its size in numbers shall be a matter of precedent, referring to the Founding Chapter Executive Board, but shall be subject to change at the discretion of a vote by the Local Chapter Executive Board itself. They shall discuss and approve internal Chapter affairs which do not go before the general Membership (including whether a topic goes before the general Membership). The Local Chapter Executive Board may also be called on by the National Executive Board to give opinions and/or unofficial votes on Local Chapter opinion regarding GIGO-National matters. Some affiliated persons who may advise the Executive Board, but not vote in its decisions, are: Chapter Advisors (faculty/astaff persons who are recognized by the University as official ties to the University), other Chapter Executive Boards, the National Executive Board, and other Chapter Presidents. In the case that an Advisor, or another advising party, makes a recommendation, including a recommendation of some specified action, to the Executive Board, the recommendation may be considered as would any other recommendation bya Board member. However, the advisor may not vote, and the Executive Board must pass the item before it maybe executed. Members my be selected to the Local Chapter executive Board in the following manner:

2a. The Founding Local Chapter Executive Board shall be the original Executive Board of a chapter newly formed. As in the case of the Chapel hill Chapter, the Executive Board shall be the founding few, the members originally organizing the Chapter and seeking its recognition on the National and Host-Institutional levels. As new members are sought, the Executive Board shall become a separate body from the General Membership of the Local Chapter, acting as the governing Chapter body.

2b. As Executive Board members leave the chapter on a permanent basis through whatever means, be they graduation, transfer of institution or leaves from educational endeavors), new Executive Board members shall be appointed in their place by the Local Chapter President and approved by the remaining Local Chapter Executive Board. Should a Local Chapter Executive Board member temporarily leave the Chapter, by whatever means, with the understanding of an impending return, a temporary Chapter Executive Board member shall be appointed by the Chapter President, and aproval shall not be deemed necessary unless called for by a sitting Chapter Executive Board member. Neither the Executive Board nor its members may have a set term of office. Change in membership shall be a gradual process, taking place through the appointment of candidates as seats become open. At no time shall the Executive Board's membership completely be dismissed and then re-filled. This way, change in leadership may take place gradually, and no change too sudden for the chapter to withstand may occur.

B. National Government of GIGO would consist of the following Offices and/or Boards:

1. The National President of GIGO would be the Executive Officer at the National Level, and shall be the President of the Chapel Hill Chapter. The duties of the National President of GIGO shall be likewise to the Local Chapter President's duties, but on the National lel. h shl elate to the National level. S/he shall relate to the National Executive Board in the same manner as a Local Chapter President shall relate to the Local Chapter Executive Board, also. Similarly, the office of National presidetn shall come up for review on a yearly basis, and the National Executive Board shall review the sitting President's performance. Due to the national influence which the National President holds, all National Executive Board members may participate in the discussion regarding the National President, including other Local Chapter Presidents. However, due to the nature of the Office, in that the National President is also the Chapel Hill Chapter President, the votes of other Chapter President shall only count once, whereas Chapel Hill Executive Board Members' votes shall count twice. Other Local Chapter Presidetns may make recommendations, and may also participate freely in any discussion rearding the matter, so that their opinions may be heard. However, their votes shall not carry the same weight in the final tally of votes. Were the Chapel Hill Chapter ever to dissolve, a new National President would be chosen in the following manner:

1a. The remaining Chapter Presidents will vote by private ballot, choosing from among current Chapter Presidents to replace the empty office of National President. The Chapter President receiving the most votes (defined as more than any other candidate, even if this is a mere plurality and not a majority) from his peers shall immediately take office of National president, being officially inaugurated and recognized at a later date to be determined by the new National Executive Board. The New National president's Local Chapter shlall not become the permanent Home Chapter for GIGO-National, however. Instead, the National president shall be subject to the same review of office as any other Chapter President on a yearly basis, and each National president's Local Chapter shall be the Home Chapter for GIGO-National during that National President's term(s) in office, allowing the Home Chapter to rotate among Chapters as the Presidency does so.

1b. In the case of a tie among two or more Chapter Presidents for National President, the candidates tied for most votes shall have a run-off election, by which the Chapter Presidents will vote by private ballot for one of the candidates in the run-off. The person winning the most votes shall ascend to the office of National President, as defined above. In the case of yet another tie, the most recent President of the Chapel Hill Chapter shall cast a tie-breaking vote--assuming that this occurs in the first years after the dissolution of the Chapel Hill Chapter. If this occurs too long after the dissolution of the Chapel Hill Chapter for this to be a reasonable recourse, the Secretary/Treasurer of the standing Home Chapter (the Chapter of the National President) may cast the tie-breaking vote. If the incident occurs within sufficient time for the former Chapel Hill President to be informed and capable of deciding this issue, but the former President of the Chapel Hill Chapter is unable to be reached, for whatever reason, any one member of the most recent Executive Board for Chapel Hill Chapter (the one most readily accessible and able to vote) shall cast the vote.

2. The National Executive Board shall consist of the National president, the Chapel Hill Executive Board, and the Chapter Presidents as one body. This shall serve as the legislative/approving body of GIGO-National, and shall represent all members, regardless of chapter. Their powers and duties shall be those of the Local Chapter Executive Board, but on the National Level. In addition to these duties, the National Executive Board shall also clal for a yearly conference of all Chapters, hosted by the Home Chapter, to review the year's work of GIGO, share work by Local Chapters, and seek resources for new work and ideas. Should the Chapel Hill Chapter ever dissolve, the new Chapter Executive Board to take its place on the National Executive Board would be the Local Chapter Executive Board of the New National president's Local Chapter, and thusly the Local Chapter Executive Board which occupied seats on the National Executive Board would rotate with the National Presidency.
