- Definition: What are the key terms, and do they refer to a well-defined class of things in the universe of discourse?
- Requirements:: Can we document the problems that to be solved make people happy, and how identity in the browser should perform to solve them?/li>
- Scope:: What are the precise problems that we can realistically solve by standardization over a well-defined time period?
