Communications in accordance with Commander Allied Naval Forces, SWPA, Communication Plan 3-44, except as modified herein.
- EFFECTIVE DATE.
This plan is effective concurrently with Commander Central Philippines Attack Force Operation Plan No. 1-44.
- RADIO FREQUENCY PLAN.
- U.S. Navy Mobile Communication Unit #7 (Call Sign NHN) will, upon arrival on the assault beach on D-day, establish communications as follows:

NOTES:
*1. Support aircraft reporting to CSA (North) shall use 140.58 MCS until directed to shift to SAD-Emergency (North). Support aircraft reporting to CSA (South) shall use 142.74 MCS until directed to shift ot SAD-Emergency (South). Support aircraft reporting to CSA (PANAON) shall use 4915 Kcs until directed to shift to SAD-E(PANAON).
*2. Advance CSA will use SAD-E (4915 Kcs) as primary frequency on A-3, A-2 and A-1 days. Army planes will check in at PANAON on 140.58 MCS and then shift to 142.74 to carry out their mission. Army emergency SAD(HF) is 4475 Kcs.
*3. One LAW net shall be used by all forces and shall be controlled by CSACP unless otherwise designated.
*4. The frequency 3355 Kcs is used as a secondary for the General Warning Net, as secondary for the LAW net, and as a Hunter Killer net. CSACP will order certain aircraft and escort vessels normally using the LAW net for anti-submarine and Hunter Killer communications to shift to 3355 Kcs. This will be done only when need for such a shift becomes apparent.
*5. 3000 Kcs is used as a warning net by ships of the Expeditionary Force enroute to or departing from the objective area or when on special detail away from the main body of the Expeditionary Force, by ships not attached to the Expeditionary Force such as the Fast Carriers, etc., by Commanders Task Forces or Task Groups for an inter force emergency communication (For example, a Fast Carrier Task Group Commander may call an amphibious group commander to warn the latter of an approaching air raid.)
*6. IFD (VHF) (P) shall be used when radio silence is in effect and in general shall be used whenever possible.
*7. IFD (HF) (S) may be used when no radio silence restrictions are in effect and when IFD (VHF) will not reach stations desired.
*8. One Fighter Direction Objective-Area net will be used for control of the CAP. Fleet Fighter DIrector will be aboard the USS Wasatch with fighter director teams in destroyers.
*9. Commanders of Carrier Task Groups shall use ICSA (P) or (S) for communicating directly with Commanders of Support Aircraft and vice-versa.
*10. For air-sea rescue 4475 Kcs is frequency for communication boat to air and air to boat between aircraft and MTB (Motor Torpedo Boats). VHF(s) 140.58 MCS shall be used for air-sea rescue only in cases of emergency and is not to be used boat to boat.
*11. Itinerant aircraft. All land based or itinerant aircraft coming within 75 miles of Point Molly will report to CSACP on VHF 142.74 MCS. CSACP call is HALIFAX.
- Naval Gunfire Support Frequencies.
As designated in the plans of Commander NORTHERN Attack Force and Commander SOUTHERN Attack Force.
Guarded by all units and ships at the objective area, by Anti-submarine Patrol, Hunter Killer Groups, and Smoke Planes. Also guarded b;y Fighter Control Centers and sub-centers, and by AA artillery units not in communication with a Fighter Control Center. Screening vessels must establish immediate communication with aircraft over the local air warning primary (or secondary if so ordered) when ordered to conduct Hunter-Killer operations in conjunction with aircraft. Likewise screening vessels must immediately report submarine contacts over this circuit (if radio silence conditions permit) so that Hunter-Killer Planes can be assigned to assist without undue delay.
- General Warning Net.
3000 Kcs Voice
This circuit is used as a warning net by all ships of the Expeditionary Force enroute to or departing from the objective area or when on special detail away from the main body of the Expeditionary Force, by ships not attached to the Expeditionary Force such as Fast Carriers, etc., by Commanders of Task Forces or Groups, and by Fighter Control Centers ashore, for emergency Communications. The circuit will be guarded by:
- The Attack Force, Group, Commanders.
- All Carrier Task Group Commanders.
- All ships and units enroute to the objective area, or when not in company with the various Attack Force Commanders.
- All Fighter Control Centers and sub-centers ashore.
- Local Air Warning at Objective.

- RECOGNITION.
Currently effective standard recognition signals and procedure will be employed, except for LCT and smaller craft which will use recognition signals contained in Appendix 1 to this annex.

INSTRUCTIONS
- CHALLENGE
The challenge is made by Signal lamp at a speed not higher than 8 words per minute. It consists of the letters "OE" made by warships or aircraft, and of the letters "INT" made as one sign when made by shore station.
- IDENTIFICATION
- By Day (Sunrise to Sunset) - Combination of three international Signal flags is used. These flags must be hoisted in a conspicuous place. The letters for the day (same as flags) are also to be flashed twice by Signal lamp, when challenged by aircraft and visibility is poor. Ships not equipped with international Signal flags are to flash the letters for the day when challenged.
- By Night (Sunset to Sunrise) - The identification signal consists of a three letter pronounceable group such as "LUG", "NAP". Night recognition signals are to be made using a directional Signal lamp of sufficient brilliancy, the signal being made through twice.
- ACKNOWLEDGMENT
Aircraft, warships and shore stations will acknowledge identification signal by flashing the letter "R" three times on a Signal lamp.
- TIME OF CHANGE
The identification signals change at 0001 GCT (GMT).

- Radar Silence COnditions are outlined in PacFlt Sup of USF 70A and in accordance therewith the following conditions are designated for this Force:

- Flagships, Fighter Director Ships, Radar Guard Ships and Radar Pickets maintain condition five day and night.
- Radar Screening Plans for Cruising Dispositions. The following radar screening plans for cruising dispositions are listed for information:
RADAR SCREEN PLAN ONE
Designate one radar screening vessel in each quadrant of the outer screen to maintain a constant search for surface, submarine, and low flying aircraft contacts employing both air search and surface search radars for this purpose.Designate one large vessel near center of formation to maintain constant all around search for aircraft employing all air search radars.

All vessels in the formation maintain constant search for low flying planes, aircraft, surface and submarine contacts employing all search radars.RADAR SCREEN PLAN SIX
Designate one large vessel near center of formation to maintain constant search for aircraft employing air search radar and constant search for surface contacts employing surface search radars.- The OTC will direct the radar screen plan used by forces under his command. Normally a combination of Radar Screen Plan One and Four will be used by units of the Central Philippines Task Force.
- RADAR GUARD (Cruising)
- There will be three classes of radar guards. Any failure of equipment which curtails ability to perform the primary mission must be immediately reported to the OTC who will assign a relief.
GUARD ABLE. Anti-torpedo-plane radar guard.
Guardships' primary mission shall be to maintain a continuous track on all aircraft from ten to forty miles distant including ASP, and to identify each aircraft by IFF or lookouts in order to prevent surprise attack by low-0flying enemy torpedo planes or mast head bombers. Search will be conducted with both air and surface search type radars continuously. Altitude of ASP will be so adjusted that they should never fade from the radar.GUARD BAKER. Long-range radar guard
Guardships' primary mission is to detect and track all distant targets in order that the disposition will have early warning of the approach of enemy forces. This guard shall be maintained continuously day and night by both air and surface search type radars.
- All bogey and skunk contacts shall be reported to the OTC Guardships shall be prepared to give positions or estimated positions of aircraft when further than fifty miles from the disposition.
- All surface contacts beyond ten miles shall be tracked and if not identified reported immediately to the OTC.
GUARD CHARLIE. Anti-Submarine radar guard.
The guardships' primary mission shall be to detect surfaced submarines, conning towers, PT boats, and similar small craft in order to prevent surprise attack by these units. The SG radar shall be set on the fifteen thousand yard scale and receiver gain set for maximum performance at these ranges. All contacts shall be tracked and reported to the OTC. This guard shall be maintained continuously day and night unless otherwise ordered by the OTC.
- Flagships, Carrier and Fighter Director Ships Radar.
Flagships should not normally be assigned radar guardship duties but should be free to conduct whatever type of search desired by the Flag Officer at any time consistent with radar silence condition imposed. Carriers and Fighter Direction Ships will normally require own air search type radars for fighter direction purposes.- Vessels assigned a specific type of search should continue that search regardless of alarms or threatened attacks.
- RADAR GUARD (At the Objective).
- Two radar picket stations are designated at the objective area as follows:
- Radar Picket Station One, located at 10 degrees 53 minutes North Latitude and 125 degrees 28 minutes East Longitude.
- Radar Picket Station Two, located at 10 degrees 43 minutes North Latitude and 125 degrees 22 minutes East Longitude.
- Whenever possible Fighter Direction Destroyers will be assigned to these picket stations. Commander Northern Attack Force will
assign the ship to Picket Station One and Commander Southern Attack Force will assign the ship to Picket Station Two. Attack Force Commanders will advise the Commander Central Philippines Task Force of ships assigned and of any changes in assignment
- In addition to the Radar Pickets, Commander Screen will designate two vessels of the Screen as guardships.
- Fighter Director ships shall employ all radars as needed.
- All ships, other than those above, will minimize {sic] operation of air search radars to avoid excessive interference.
- Radar reports will be unfiltered and will be made in plain language to the SOPA on the Local Air Warning, TBS, and/or Inter-Fighter DIrector circuits as appropriate.
- RADAR REPORTING WHILE CRUISING
- The procedure and forms outlined herewith are considered to be a reasonable interpretation of the doctrines set forth in USG 10 (A) Chapter VI, and PacFlt Supplement thereto. If conflicting appears to exist, this Appendix governs. It is directed that all units of this force employ the procedures and follow the forms described herein in making radar reports.
- Initial Report (When contact is probably Airborne).
- The first word spoken shall be the descriptive designation i.e., "Bogey or Friendly" followed by estimate of size (single-few-or-many)* if available. After estimate of size give information available in following sequence:

Blocks of numberals [sic] will not be assigned Radar Guard Ships. After an initial report has been made raid number will be assigned if the status of the contact so dictates. Note this interpretation of paragraph 6251 and 6253, USF 10 (A)
- Bearing and distance shall be with point of origin in the reporting ship when in a cruising disposition but shall be converted to an established reference point when deployed around an island objective as prescribed in Part 7 of this Appendix.
- Amplifying Reports (When contact is probably Airborne)
The first work spoken shall be the descriptive designation normally "Bogey" (may be friendly), followed by designated Raid Number if established. After Raid Number the following is sequence:

- Raid Designations and Raid Splits.
As mentioned above, only the OTC, his flagship, or designated Fighter DIrector Ships will designate Raid Numbers. However, any reporting ship which is "Holding" a raid may designate raid splits for the raid. The following procedure shall be used:
If Raid ONE splits, the resultant components, shall be designated clockwise as Raid eleven, Raid twelve, Raid thirteen, etc. Similarly, if Raid TWO splits, the resultant components shall be designated clockwise, raid twenty-one, raid twenty-two, etc. Note slight variance with USG 10(A), paragraph 6252.- Surface Reports. (When contact is not believed to be Airborne.)
The same general form shall be used for initial and amplifying report of surface craft as prescribed above for Air, with the exception that work "Skunk" shall be used in lieu of "Bogey". All long range surface contacts shall be converted to fleet center while in a cruising disposition and shall be broadcast in polar coordinates, bearing in degrees true and distance in nautical miles (or fractions thereof) from point of origin at fleet center.
At island objectives, point of origin shall be the prescribed reference point. Only the OTC or his flagship shall designate "Skunk" Raids and shall do so by alphabetical letter designations as prescribed by Pacific Fleet Supplement ot USF 10(A), paragraph 6184. Numbered Raids will be used only for aircraft. Long range surface contacts will be considered as those beyond 10 miles from the disposition; bearings and distance will be shackled. Closein surface contacts will be reported in clear and may be reported unconverted when available time is limited, with the addition of the words" from me" after the bearing and distance.
- Radar Control Orders.
The standard form of Radar Control Orders as prescribed in USG 10 (A), paragraph 6266, shall apply for this task force. These orders will normally be given only by the OTC, his flagship, or by a designated Fighter Director Ship and will be applied to Radar Reports on "Skunk" Raids as well as "Bogey" Raids when applicable.- Voice Procedure.
The following method of reporting numerals shall be used: "Bearing 185°" shall be spoken "Bearing One-Eight-Five", not one eighty-five."Distance 44 miles" shall be spoken "Distance Forty-Four", not four four; with the distinction that for close in surface contacts 41/2 shall be spoken "Four point Five", Distances will be reported in miles.
"Course 270° true: shall be spoken "course two seven zero: not two seventy.
"Speed 180 knots" shall be spoken "one eighty" not one eight zero.
"Time 1140" shall be spoken as "time eleven forty."
- A sample initial and amplifying report form for radar reports by radio, for logs and CIC recorder is attached.
- RADAR REPORTING AT THE OBJECTIVE.
- The Point of Origin of all radar reports at the objective will be "Point Molly", which is Mt. Lunas MAYUYAG, Leyte Island.
- All radar reports from Fighter Director Ships, Radar Pickets, Radar Guardships and Shore Based Radars will be converted to this point using polar coordinates. Reports will be made in true bearing and distance in nautical miles.
- In order to expedite radar reports the following short form will be used:
- Designation (Friendly or Bogey).
- True bearing (From point of origin).
- Distance (In nautical miles from point of origin).
- Pertinent information, i.e., closing or opening, course, speed, altitude and number of planes.
- The initial report need only be constituted of 1,2, and 3 above. Then when additional information is obtained an amplifying report will be made by giving any information listed in 4.
Examples:
Initial Report.
Hello, Saucepan this is Laurel, Bogey 090, 20 miles from Point Molly, over.
Amplifying Report.
Hello, Saucepan, this is Laurel, Bogey 090, 18 miles from Point Molly, course 270, speed 150, angels 10, over.
- After the Bogey has been given a Raid Number, by the Fleet Fighter Director, the word "Raid" followed by the number will be substituted for Bogey in making further reports.
- RADAR TECHNIQUE.
- SK or SC type radars should be used for long range air search. The 375 miles scale should normally be used and operators should watch the range between 40 and 150 miles on the "A" scope most closely. Medium range air search should be conducted using the 75 miles scale and concentrated attention between 20 and 75 miles on the PPI scope.
When using the SC type radar for long or medium range air search and also for snoopers and low flying planes, the following technique should be used:
- 75 mile scale on both "A" and PPI scopes.
- Use PPI for detection and "A" scope for identification.
- Adjust gain setting for best readability fo PPI scope at 20 mile range.
- Rate of antenna sweep 4 rpm.
- Range of contact will be about 22 miles. Watch this range closely as target echo will appear suddenly as a strong echo.
- When using SG type radars for detection of low flying aircraft, the following technique is recommended.
- Use slowest practicable rate of antenna sweep.
- Use automatic control for four minutes at 4 RPM; then manual control for 2 minutes at 2 RPM. Manual control is considered best but is not practicable due to operator fatigue.
- Use maximum gain setting practicable for efficient scope observation.
- When available use two operators ("A" and PPI) with major emphasis on "A" scope. When only one operator is available he should watch "A" scope.
- Concentrate attention between 200000 and 40000 yards on 75000 yard scale. 30000 yards is probable maximum range of contact against low flying aircraft.
- When using SG type radar for detection of small surface craft of submarines on the surface, the following technique is recommended:
- Set receiver gain tor 1/4" "grass height".
- Use both "A" scope and PPI, with major emphasis on "A" scope.
- Use lowest practicable rate of automatic sweep.
- Use short range scale (30000 yards). Look for "Hole" in the "A" trace.
- Concentrate attention near 10000 yard. A submarine awash or a MTB may be detected at about 8000 yards by a skilled operator.
- Normal long range surface search for large and medium size vessels. Use high gain with the 75000 yard scale and concentrate on ranges between 10 and 20 miles.
- In radar screening each radar should sweep a complete 360 degree are paying greatest attention to assigned arc or sector of responsibility.
- RADAR INTERCEPTION.
- Certain ships are equipped with Radar Search Receivers (SPA-1 and APR-5) and Pulse analysors (APA-6). This equipment is capable of detecting radar transmissions (without itself being detectable), and determining the frequency, pulse repetition rate (PRF) and Pulse length of the signals heard. The SPA-1 receiver covers the band 75-1000 MC, and the APR-5 the band 1000-3050 MC. Task Force Commanders will establish intercept watches as required amongst ships so equipped (see paragraph (g)).
- From a tactical standpoint this equipment provides early warning of enemy surface craft of aircraft employing radar. Signals will be heard by these receivers at a range roughly TWICE as great as the range at which our radars will detect the enemy craft. The search receivers are however, NON-DIRECTIONAL, except for installations on YMS's, and the range can be only guessed at on strength of signal. The search receiver operations CAN tell when the enemy radar is sweeping, and when it is trained on the vessel carrying the receiver.
- From an intelligence standpoint intercepts of enemy transmissions devulge characteristics of his equipment, which information is absolutely necessary in planning countermeasures against it. Of particular value is information on enemy SHIPBORNE radars, especially that used for FIRE CONTROL. Complete logs of intercepts will be kept, and forwarded to CinCPOA and Commander Seventh Fleet.
- Enemy radar transmissions can usually be distinguished from friendly by the characteristics of the signal. The following information on Japanese Radar Equipment is tabulated herewith:

- The following points may assist in identifying signals.
- Enemy airborne radar can sometimes be distinguished from land or ship based radar by its lack of regular rotation. Land based beams are normally rotated regularly at a rate of 1 to 2 revolutions per minute (unless it has detected a target) whereas airborne signals will vary irregularly. Aircraft signals will increase steadily in strength if plane is flying straight toward ship.
- Enemy shore based signals are not likely to be heard at good strength more than 80 miles from land.
- Enemy 10 centimeter gear may cause interference on the scopes of our equipment in that band in the same manner that our own equipments sometimes interfere with each other. The enemy's high PRF (2500) however is unique.
- Location of known enemy landbased radars is shown on attached chart.
- The following vessels are equipped with SPR-1 receivers and analysers, and those marked *, have in addition the APR-5.

Nicholas- COUNTER RADAR INTERCEPTION.
- The enemy makes extensive use of Radar Intercept receivers, ship and airborne models.
- The most widely used model covers the range 70-420 MC. This receiver is directional to the following degree of accuracy.
- With fixed antenna, plus or minus 60 degrees.
- With rotatable D/F antenna (most warships are presumed to have this), plus or minus 5-10 degrees.
- A new model receiver covering the band 2500-3300 MC is known to exist, but it is not known whether any are yet in operation.
- IFF PROCEDURE.
For Surface Vessels, the following conditions of IFF may be ordered by OTC.
- Condition HOW.
- Radar Guard Ships have interrogator-Responsor, and Transpondor ready for instant use, but transpondor will be energized only in accordance with challenge procedure set forth in next paragraph.
- All other vessels have Transpondor (BK or ABK) ready, but not energized.
- Condition ITEM.
Same as conditions HOW, except Radar Guard Ships will have Transpondor energized at all times.
- Condition KING.
All vessels have Transponders energized at all times. Use Interrogator-Responsor as necessary to identify contacts.
- IFF Challenge Procedure.
- Any vessel making an unidentified radar contact shall immediately report same in accordance with paragraphs 6 & 7 above. Vessel making contact shall interrogate contact as quickly as possible unless the appropriate guardship has in the meantime interrogated, and made amplifying report.
- If IFF Condition HOW is in effect, the responsible radar guardship shall energize its Transpondor for a period of 30 seconds following a friendly response from interrogated contact, unless instructions to the contrary have been issued by OTC. OTC may prescribe additional energizing of Transpondor at discretion.
- IFF Condition KING will automatically be assumed.
- By the junior unit(s) when joining up with other ships or units in darkness or low visability.
- Night or day when a melee develops.
- Enemy Triggering of IFF.
- There have been numerous reports that our ABKs have been triggered by enemy radars. Should this be suspected, a headset will be plugged in the ABK (or BK) monitor jack. A note will be heard which represents the pulse repetition rate of the triggering soure. our own Interrogator-Responsors have a PRF which is never greater than 400 cps. Referring to paragraph 9 (d), it will be noted that the PRF of enemy radars capable of triggering BK or ABK (i.e., Mk. 1, Models 2 and 3; Mk. II Model 1 and Air Mark VI) are all believed to be greater than 400 cps. By this method it may be possible to determine additionally whether an enemy transmission is land, ship or air-based.
