The recesses of my brain tell me that this technique was (or is) used
bu the Chinampas farmers in Mexico.  I can't recall if they used the
floating mats just for seedlings, or actual crops.  Anyway, the only
references I have to Chinampas cultivation are:
Gomez-Pompa, A. (1978). "An old answer to the future." Mazingira 5:
50-55.
Gliessman, S.R., Garcia, R., & Amador, M. (1981). "The ecologiacal
basis for the applicaiton of traditional agricultural technology in
the management of tropical agro-ecosystems." Agro-ecosystems 7:
173-85.
I don't know how general these are, or if they deal with the floating
mats specifically, but they may serve as a start for a library search.
