Certainly should not use CHEMICAL amendments ! ! ! !

You could add sludge, if no food would ever be grown there.

Or, for food plants, use manure, composting it on site. There are PLENTY
of organic amendments to add. 

If you live near the ocean, you can pick up free seaweed tossed onto the
beach. You can add dried, fallen leaves now that it is fall. Garbage is
another item to compost on site. If you live near any kind of food
factory, you could get their discards. (There is one composting company
that placed itself right beside the people who pack lettuce ready to eat,
in plastic bags. They discard all the outside, marred leaves.)  Peanut
or/and nut shells--there is a long list of free stuff, including grass
clippings for nitrogen.
