Also, for the past few years I have been the administrator of "Export 1999" a federal market development cooperator program grant. On 2/15/00 I was appointed the interim CEO of the World Trade Center North Carolina. Chief Accomplishments: Conducted the feasibility study, obtained a legislative appropriation, built a coalition of key groups that started the World Trade Center. Served as the Executive Director of the Center during the initial eighteen months of operation (89/90) and continue to serve as Secretary of the Corporation and on the Board of Directors (88-2000). Lobby annually for legislative funding for international education programs, market the Center to corporations to obtain support and to businesses to obtain their membership. Professor, Department of Urban and Regional Planning, Hannam University, Korea (Visiting Scholar at Public Policy Analysis, University of North Carolina, U.S.A. from August 17, 2000 to August 17, 2001) Paper Presentation, March 7, 2001. Urban Land Use Plan and Management in Korean cities. The goal of land use in Korean cities is to provide equity among land users but efficiency has importance also because of limited land size. To achieve goals in land use, Korean cities give priority to public use than private use. To realize equity in land use policy, some parts of Korean land were designated as Green Belts for the last 27 years. Land use in Green Belts was very restricted and it raised another issue of private property invasion. Philosophy, goal and other issues in land use for the cities in Korea will be discussed in this presentation.
James H. Svara. Professor and Head of the Department of Political Science & Public Administration at North Carolina State University. In his research and teaching, he specializes in local government politics and management and has a special interest in the roles of elected and administrative officials in local governments. His current research projects include a comparative study of the top appointed administrative official in city government in fourteen countries. The results will be published in a book co-authored with Poul Erik Mouritzen of Denmark entitled Leadership at the Apex: Political-Administrative Relations in Western Local Governments (University of Pittsburgh Press.) He is also editor and contributor to Facilitative Leadership in Local Government: Lessons from Successful Mayors and Chairpersons (Jossey-Bass, 1994) and Official Leadership in the City: Patterns of Conflict and Cooperation (Oxford University Press, 1990).
