CHASE HADDIX INTERVIEW TRANSCRIPTS (Scholar) ...DESCRIPTION... Chase Haddix interviewed Robert Hartmann and Warren Rustand about presidential speeches in the Ford administration in 1991. The former White House officials wrote, developed or scheduled speeches for Ford as Vice President and later as President. In the White House, Hartmann supervised the Speech and Editorial Office and Rustand directed the Scheduling and Advance Office. In these interviews seventeen years later, Hartmann and Rustand recalled the development of particular speeches and the strengths and weaknesses of President Ford's speechwriting process. Also, they compared the speech styles of different presidents, including Presidents Reagan and Bush. Hartmann's duties as Counsellor to the President included drafting and editing speech material. He wrote several presidential speeches, including Ford's acceptance of the Republican nomination for President. Primarily, though, he edited speech drafts produced by the Editorial office. He had gained expertise in Ford's personal speaking style through a career as Ford's aide and speechwriter that began in 1966. Rustand's duties including creating speech opportunities for legislative initiatives, scheduling presidential speeches, seeking speech input from outside the White House, circulating speech drafts, and timing media announcements. In the interviews Hartmann and Rustand specifically analyzed speeches involving legislative initiatives or political campaigning: the 1974 address to the Joint Session of Congress on the economy, Ford's address at the Yale Law School sesquicentennial in 1975, the 1976 State of the Union address, and Ford's remarks on accepting the Republican nomination in 1976. The Joint Session address launched Ford's Whip Inflation Now (WIN) program and the Yale Law School speech introduced his anti-crime program. The interviewees considered the administrative and personal factors that influenced the success of a speech. Included were Ford's open management style, use of competitive speech drafts, and the many speeches that Ford delivered. Also included were the President's personal participation in a speech, his comfort level with congressional and Yale audiences, and his rehearsal time. Other topics discussed include consolidation of a speech's "vision," Ford's swearing-in speech, the failure of the Whip Inflation Now (WIN) program, minicampaigns to build constituent support, and the speechwriting staff organization. ...ABSTRACT...
