Since we assumed that gasoline does not react with anything in the reservoir, the correct answer here is to let k = 0.

What does this mean? It means that gasoline is neither being generated nor destroyed in the reservoir. The only way it will come in is through the input function (an impulse function). The only way it will leave is through the exit stream. It won't react at all with anything in the reservoir.
