I'd like to think state DOTs are that cognizant and responsive to 
environmental factors, but alas that is not the case in many states (my 
own included).  And with the price of salt compared to the alternatives, 
I'm afraid no consideration at all is given towards long term costs 
(tangible or otherwise).

Even in my own county, we got a freak snowstorm 6-8 years ago  that 
dumped 16" in less than 24 hours.  We don't usually get snow like that in 
Louisville.  Anyway, the state decided that our county should deal with 
its own problems while they worked elsewhere.  The result was that the 
little equipment our county had, or could hire, took 5-6 days before they 
could dig everyone out.  No one exerted more force than the business 
community, and of them, the hammer was UPS (their main hub is here).  The 
National Guard delivered hospital workers and took food and water to 
folks w/o power.  A few good preparedness measures came ut of this -- 
attachments to all large city trucks, garbage trucks, etc. for 
snowblades, better coordination, etc.  The downside is that now we lay 
down an inch of salt every time we get 3 snowflakes.  That will only 
change when people start sending their bodywork bills for their 
automobiles to the county.  I kid you not, for weeks after a snow, you 
can hit salt as high as speedbumps all over the county.  Not really 
comfortable when ya don't see them coming!
