Thank you for your October 7; 2002, E-mail to Senator Harry Reid
regarding compost teas.
Your E-mail has been forwarded to the Department of Agriculture
(USDA) for a response. I
apologize for the delay in responding.
USDA's National Organic Program (NOP) regulations, 7 CFR Part 205, do
not contain specific
provisions for the use of materials commonly referred to as "compost
teas." The discussion of
this issue can be found in the regulations' preamble under Crop
Production-Changes Based on
Comments, (2) Compost Practice Standard, which cites the concern
that "applying compost teas
could impose a risk to human health." The current NOP policy is that
compost teas must be
treated the same as raw manure. The practice standard for raw manure
can be found in the
regulations at sections 205.203 (c) (1). The regulations, including
the preamble, may be accessed
on the NOP website at www.ams.usda.gov/nop/NOP/standards.htm.
The National Organic Standards Board has decided to revisit the
compost issue and
recently re-established the Compost Task Force.
