Most any water treatment plant can give you the data on the chlorine concentration kill rate of indicator microbes in water.
When applying water to plants, if the water flies through the air as small droplets before landing on the plant, generally de-chlorination has occurred. Even with drip emitters, if the drip falls through air before hitting the ground, it's enough to reduce impact of the chlorine nearly completely.
Fill your sprayer with water that has aerated overnight, or that you put into the tank after letting it "fountain", to get rid of the chlorine. Your nose can be a good indicator of not-enough de-gassing if you take just a little time to train your nose.
