SWAG :  How about,Bill. injecting ACT with lots of water, through the mulch?   Spray nozzles at low pressure, low velocity but high volume  in lines or points to wet some of the mulch,  get down to the soil, flood the lottom layer of mulch were it lays on the soil. 
Save that layer of mulch at soil level that has probably already started to grow bactria & fungi, is already in close contact with the soil. Just sitting there quietly without the loss of fungi,  moisture,  energy and expense of moving it around, waiting for rain.   Aren't we all?  It's driern Hadies here in the wettest part of the world, Western Washington.  Bob .
