If the sun is out, lay a few meters of 12mm poly pipe on the ground as to mimic the roof systems that heat swimming pools and simply circulate with a pump. Try and use a diaphragm pump so you dont mush the critters. This is how i heat my brews. It saves on the power bill.

flowforms sound like a great idea for aeration in my situation, which is a community garden, as it looks a bit sexier :) than a vat.

though how would you maintain the temperature needed for premium ACT if its not inclosed?

The flow forms are aerator units.  In the data we have, unfortunately only replicated one time so not publishable from a scientific point of view, each time the water went through a single flow form, the increase in oxygen in the water was 0.5 mg/L.  If you knew the oxygen demand of your prep, you could then figure out the number of flow forms needed to keep the prep aerobic.
