[compost_tea] in-furrow soil insect prevention?

I would like to mix together some kelp, lignite, and sugar to drop in
the furrow on top of seed corn while planting, the idea being that
the sugar, when wet, would dissolve the others making a hostile
environment for cutworms, rootworms, wireworms, etc. Any ideas on
this, like ratios of ingredients?
