If the tea has kelp in it, the cytokinins can toughen plant cell
walls.
If the tea contains ice-nucleating bacteria then that will increase
low temperature tolerance to leaf surfaces.

As far as improving one USDA zone, I'd say no, so travel at your own
risk.
