The best way to remove the chlorine is to aerate the water and let the chlorine de-gas.  

When you start playing water chemistry, it gets difficult.  If you add a chemical to complex the chlorine, what does that complexed chlorine-chemcial do to the bacteria, fungi, protozoa, nematodes?  There's a whole set of additional tests that would need to be done.  Do we really need to go there?
