Soap neutralizes charges, and results in water being able to spread more evenly. Think about why we add soap to dishwater - you solubilize the fats and lipids (grease) clinging to your dishes. That's what any spreader does.
You wash your hands with soap to neutralize the charged bacterial surfaces that result in them clinging to the cells on your hands, and wash them off you. It works well. Putting your hands on the surface of a petri plate with rich medium before washing your hands, and then after washing your hands is a great way to demonstrate this. Lots of bacteria growing on the petri plate medium on the plate before you wash, much fewer after you wash.
The danger with a spreader is that you will wash the organisms you want to have stick to the surface off the surface.
The only way to know if it is working properly is to test. A leaf organism test is required so you know what the effects actually are.
