Try burying the leaves and wetting them with compost tea.
A member with a big worm bin sprinkled his bin with compost
tea and said the worms liked it and broke down the food faster.

In working with converting the roses from regular to organic culture, I

noticing that there are very few earthworms in this soil. In an eighty
foot
bed, I could count on one hand the worms I see if I lift up the mulch or
loosen the soil. I laid down a several-inch mulch of partly decomposed
dry
leaves in August, which is now nicely broken down into tiny but
recognizable
pieces two months later , but I don't see piles of castings, either.
