In the 3rd Edition of the Compost Tea Brewing Manual Dr. Ingham
stated, in part, that: "The presence of foam on the surface of tea
is considered a positive sign, but just means there are free
proteins, amino acids or carbohydrates present. This can occur as
the result of adding fish hydrolystate, certain organic acids or
carbohydrates" I've read other articles that state foaming is a
good thing also but can't remember where I read them.
So, although foaming isn't critical, it is a positive sign.
