It might be possible to protect parts of the plant not already infected with
the fungus by applying compost tea at this point.

But compost tea is not a fungicide, and cannot be claimed to kill, or prevent
an already existing infection.

You need to apply compost tea when the plant starts growing, so the surfaces
of the plant are protected from the diseases.
