So which is preferable at this time of year?

-brewing at a lower temperature for two or three days or brewing at 70
degrees F. and allowing the tea to cool before application.

Fungi are slower growers at lower temps. It might be that when brewing
at 45 F, you might need to brew for two or three days instead of 24
hours.
