Nic is lacking active bacteria, not fungi. Have to have active bacteria for the foliar protection to work. 65% coverage with active bacteria, 5% coverage with active fungi is what we have seen as the needed levels.

The high total bacterial biomass suggests good growth of bacteria in the brew, but they are not active. Please remember that the activity stain wer use is for aerobic bacteria, and will not be taken up by bacteria growing anaerobically, either true anaerobes, or facultative anaerobes growing anaerobically.

So, is it the sludge layer at the bottom of the tank?

Need to increase aeration during the time that the DO drops so abruptly?

Need to reduce food resources so that sudden burst of growth that drops DO doesn't occur?

All possible solutions. Which one seems easiest to try first?
