In reply to your statement in the subject line:

Perhaps it is because the soil has stabilised.
You do not say that it has deteriorated.

The continued application of EM may be acting as "top ups".
Nothing wrong with that. It seems to be cost effective.
The way to find out is to stop applying the EM, at the risk of loss.

Therefore the chances are it is only the "one step forward."
"Two back" may simply be an unfair unsubstantiated opinion.
The remark suggests a personal negative opinion of EM.
