A few of your comments are off the mark.

Yesterday I replied to this, but it got lost in
Yahoo land and never posted.

This is indeed the Final Report.  See the file
name for the PDF document.  It says finalreport.

"Personal communication" is simply a citation method.

SINCE some of Elaine Ingham's researh is NOT published,
yet, the report at least includes reference to her
data for the perspective it lends, and assigns credit
through "personal communication." 

One of your comments imply that Brinton and Millner
conducted compost tea experiments using "Molasses and
manure in closed flasks.... A replication of stupid
experiments?"... presumably referring to the Duffy study.

Nope.  They brewed compost teas using compost substrate in a
commercial tea brewer, according to manufacturer's instructions.

Finally, the "closing comment" you refer to was not
part of the body of the final report.  It refers to
the table in the Appendix, an attachment.
