If you occpy the leaf surfaces with bacteria and fungi that do not cause disease, then the diseases, when they arrive, cannot get to the leaf surface to cause disease.
Not a pesticidal interaction, but it does serve to reduce and prevent disease.
There is no death of the pest involved. There is lack of germination of the disease spores, but this is not death. Therefore, not a bio-pesiticide.
