What you probably heard about is a flea beetle, Aphthona nigriscutis,
which has effectively curtailed spurge in several Western U.S. states.

Your best source of information on the subject will be:

Rich Hanson, USDA-APHIS-PPQ, Forestry Sciences Lab, Montana State Univ.,
Bozeman, MT 59717-0278 or visit Cornell University's Biocontrol Web
site at http://www.nysaes.cornell.edu/ent/biocontrol/
