Nobody forces poison-pushing farmers to be poison pushers, either. They do
it to maximize their profits too because they know their lousy crops would
be eaten up by pests if they did not use poisons.  They may not realize
just how it is that insects can zero in on their poor quality crops, but
they know that it takes a raft of varied poisons to keep the bugs off.

So THEY should be the ones to register that they sell poisoned crops, and
pay a fee, and a proportion of their take.
