You are using a few implicit "givens" here: 
    1. That everyone is equally motivated to do all jobs.
    2. That everyone is capable of doing all jobs.
    3. That the control to enforce the above is avaliable. 

BTW, I believe that the "given" in the original statement is not 
realistic.
