*Mending the Ozone Hole: Science, Technology and Policy, 
1995.* Arjun Makhijani and Kevin Gurney. Describes 
mechanisms of ozone formation and depletion, 
consequences of ozone loss and sources of ozone-
depleting compounds (ODCs). Examines international 
policies advancing alternatives to ODCs and discusses 
industry's response to proposed policy changes. 
Recommends policies for protecting ozone layer, 
including eliminating methyl bromide use, prioritizing 
international agreements to replace other ODCs and 
insuring that reductions in these substances are adhered

*Full of Holes: The Montreal Protocol and the Continuing 
Destruction of the Ozone Layer, September, 1995.* Greenpeace 
International, Ozone Action. Criticizes Montreal Protocol for 
using risk assessment framework to protect ozone layer. 
Details seven areas where Montreal Protocol is based on 
faulty assumptions, including the failure of countries to 
adopt policies and practices needed to halt ozone loss and an 
incomplete scientific understanding of the ozone layer and

*Taxing Pesticides to Fund Environmental Protection and 
Integrated Pest Management, 1996.* William Pease, James 
Robinson and Daniel Tuden. Investigates California Mill 
Tax, a 2.2% tax on pesticides that will soon be reduced. 
Finds that past Mill Tax increases only minimally 
affected food prices or demand for pesticides while 
providing significant revenue to State of California. 
Contends that the Mill Tax is the most politically 
feasible instrument for funding pesticide regulation and 
integrated pest management, and discusses possible ways 
to raise Mill Tax and allocate revenues. 36 pp. US$10.

*Myths of Jobs vs. Resources: Environmental Protections 
and Economic Growth, 1996.* Alan Gordon, California 
Senate Office of Research. Examines relationship between 
environmental laws and jobs, and finds that 
environmental regulations are not a significant 
influence on business decisions to relocate abroad or to 
other states. Compares economic growth between U.S. 
states with both strong and weak environmental laws. 
Analyzes past studies on effects of environmental

*An Evaluation of San Francisco's Recreation and Park 
Department's Pest Control Program, January 1996.* Green Corps 
and Pesticide Watch Education Fund. Surveys pesticide use by 
San Francisco municipal pest control program. Criticizes 
Recreation and Park Department for using over two dozen 
pesticides known or suspected of causing cancer and not 
posting sufficient pre- and post-application notices. 
Recommends that City of San Francisco ban the most dangerous 
pesticides, require pre- and post-notification of pesticide 
applications and adopt a written policy prioritizing non
