Tracy,

Agricultural Biotechnology for Sustainable Productivity is a US Agency 
for International Development (USAID) backed project based at Michigan 
State University.  It was created about three years ago with the purpose 
of "mutually enhancing US and developing country institutional capacity 
for the application and management of biotechnology in the development of 
environmentally compatible, improved germplasm."

They hold seminars and conferences from time to time, perhaps that is 
what you are looking for.
