lobbying

Hello Sanetters -- I am interested in running an article in the next
Consortium News about guidelines or rules for academics (particularly
land-grant scientists who may receive federal funds) to engage in lobbying
efforts (e.g. trying to influence agricultural appropriations bills). This
has been a very murky area for us; and for activists issuing action alerts
it is obviously critical information to have and be able to make available
to folks they may be encouraging to lobby.

Do any of you know of written guidelines, nationally applicable? Would any
of you be willing to look into this and write an article for us about it?

Thanks!
Elizabeth
